The Professional Services Division of the Columbia Fire Department encompasses many areas within the fire service of the City of Columbia and Richland County. Our responsibilities are to manage the Volunteer Services, Staffing Levels, Recruitment, Hiring, Promotions, Employee Human Resource functions, Policy Development and Quality Control for our organization. Currently, the Professional Services Division is divided into three specialized bureaus: Volunteer Services, Staffing and Recruitment-Hiring.
Jamie Helms, Assistant Chief of Professional Services
Chief Helms has been a member of the Columbia Fire Department for over 28 years and has served as an officer for 20 of those 28 years. His job experience with the Department ranges from the position of Firefighter to Assistant Chief. He oversees the areas of staffing, volunteer services, recruitment, hiring, promotional processes, disciplinary actions, and all other human resource functions of the Department.
Zelia Stroy, Lead Administrator Assistant
has served the Columbia Fire Department since October of 1993. Her duties involve the administrative and office support activities for multiple supervisors. Duties include fielding telephone calls, receiving and directing visitors, word processing, creating spreadsheets and presentations, and filing. She has extensive software skills, Internet research abilities and strong communication skills.
Battalion Chief Wilfred Roach, Staffing Officer
has served the Columbia Fire Department since July of 1993. His duties involve tracking all staffing assignments, maintaining accountability for all leave accounts for the entire fire department and ensuring that all protocol is satisfied to fulfill our payroll obligations.
Battalion Chief J. Strohecker, County Coordinator
has served the Department since January 2012. His duties include the management, coordination and oversight of Volunteer Firefighters in the areas of Recruitment, Retention, Departmental Liaison, Quality Assurance, Volunteer Policy Development, and the Volunteer Incentive Program.
Captain James Bostic, Recruiter
has served the Department since November 1999. His duties include the management, coordination and oversight of all career firefighter recruitment and the hiring processes of the Columbia Fire Department. All High School, College and Career recruitment is managed within the bureau. The bureau is also responsible for the scheduling of testing, interviews and recommendations for hiring to the Chief of Professional Services.
Frances Richardson, Administrative Coordinator
joined the Columbia Fire Department on September 24, 1990. She has served in several positions such as File Clerk, Divisional Secretary and Executive Secretary. She is currently an Administrative Coordinator and performs Human Resources duties including creating personnel reports, processing paper work for new hires, separations, promotions and any other paper work needed for H.R. matters. She also maintains a C.F.D. personnel database and filing system, assists fire personnel with H.R needs, corresponds with H.R. on personnel matters and performs various clerical tasks needed to complete her day to day duties.
