Budget and Support Division

The budget & support severed in many ways; developing, implementing, monitoring, and controlling the fire department annual operating budget. The office serves the staff  and citizens in Richland County. The budget and support staff prepares all agenda materials and implementing budgetary decisions. To support the CFD strategic planning and budget process through participation in deliberations of committees and city and county council meeting, presentation of essential institutional data and preparation of various analyses and reports. To serve as the primary office for complying with the City’s external reporting requirements. In most cases, the reports are prepared by the Office. In other cases, consistent, “official” data are provided to other offices for reporting purposes. The staff is constantly developing and producing databases to provide the source of “official” data for both internal and external reporting to save lives and property thru suppression and prevention data.

Reshieka Bell Trapp, Fire Analysis Specialist

has served the Department since 2005 as a fire analysis specialist. Under the Budget & Communication/IT Bureau, she is responsible for the preparation and oversight of the department’s incident recording system and software. 

Tracy Beymer, Administrative Specialist

has served the Department since 2015 as an administrative specialist. Under the Budget & Communication/IT Bureau, she is responsible for the preparation and oversight of numerous financial reports that reconcile and track Columbia Fire Department’s combined City and County budget. A few of her other duties include procurement of all department goods and services, processing and issuing payment of all station monthly bills as well as vendor invoices and all phases of travel paperwork for our employee’s.

Vacant, Communication Officer

serves as a member of the command staff.  oversees the administrative functions of the department.  monitors the department’s communications.  is instrumental in working as part of the team that has written various successful department grants.  oversees and is the administrator for the department communications system.

Colleen Foster, Executive Assistant to the Fire Chief

provides administrative and secretarial support to the Fire Chief, performing such duties as scheduling and coordinating meetings and appointments, researching and compiling data for reports and studies, composing and/or preparing routine and confidential reports and correspondence, making travel and accommodations arrangements for staff, etc.  She assists supervisors in planning and implementing various City and department programs, activities, and services as assigned.  She composes, prepares, types, copies, files, processes, mails and/or transmits various documents, which may include forms, correspondence, memos, presentation materials, reports, agreements, contracts, leases, press releases, etc.
